Tina Flournoy served as Chief of Staff to Vice President-elect Kamala Harris and continues the role now that Harris has been sworn in.

The position: Sets overall direction for the vice president’s team.

Hartina M. Flournoy was born in 1956 and graduated from Georgetown University in 1978, then earning a Juris Doctor from the Georgetown University Law Center in 1984.

From August 1984 through August 1985, Flournoy served as law clerk to the Honorable Julia Cooper Mack of the District of Columbia Court of Appeals.

Flournoy was the Assistant to the President for Public Policy at the American Federation of Teachers, an international union representing 1.6 million members. There, she directed the work of the legislative, political, field and mobilization, and human rights and community outreach departments.

Affiliated with a number of professional and civic organizations, Flournoy, a DNC member and Past Co-Chair and current member of the DNC’s Rules and Bylaws Committee, served as a member of the Democratic National Committee’s Commission on Presidential Nomination Timing and Scheduling.

In 1992, Flournoy was Counsel to Paul Kirk and Ron Brown on the Democratic National Committee, the General Counsel for the 1992 Democratic National Convention, Deputy Campaign Manager for the Transition of Bill Clinton and Al Gore, and an employee in the White House Office of Presidential Personnel.

During the 2000 United States presidential election, Flournoy was traveling Chief of Staff to the Democratic vice-presidential nominee Joe Lieberman and Finance Director for the Al Gore 2000 presidential campaign.

In 2004, Flournoy worked on the transition of Howard Dean prior to his tenure as chair of the Democratic National Committee.

In 2009, Flournoy was Assistant to the President for Public Policy at the American Federation of Teachers, an international union representing over 1.4 million members. In that capacity she directed the work of the AFT’s legislative, political, field and mobilization and human rights, and community outreach departments. She was also a member of the AFT’s internal operating committee.

Flournoy was serving as chief of staff to former President Bill Clinton before she was chosen to be Vice President-elect Kamala Harris‘ chief of staff in December 2020.

Flournoy has over 25 years of experience in management, government relations and legal and legislative matters in both the private and public sectors.
